Der erste Bericht der Reihe Grundprinzipien wurde 2003 von der Europäischen Agentur für Entwicklungen in der sonderpädagogischen Förderung (Agency) veröffentlicht. Wie diese erste Ausgabe wurde auch das aktuelle Dokument von Entscheidungsträgerinnen und -trägern der nationalen Bildungsverwaltungen zusammengestellt, um Kolleginnen und Kollegen in ganz Europa, die an bildungspolitischen Entscheidungsprozessen beteiligt sind, eine Zusammenfassung der Ergebnisse der bisherigen einschlägigen Arbeiten der Agency zur Verfügung zu stellen. The first report in the Key Principles series was published by the Agency in 2003. As with the previous edition, this document has been prepared by educational policy makers in order to provide other policy makers across Europe with a synthesis of the main policy findings that have emerged from thematic work supporting the inclusion of learners with different types of special educational needs (SEN) within mainstream provision.
